Vinyl windows that won't close

Oh great and powerful internet, can you help me? I cannot find the answer to my question anywhere.

Most of the windows in our house have vinyl frames, and the lower pane can be swiveled in for easy cleaning (why this is necessary in a one-floor house, I'm not sure). During the summer, we opened most of these windows to keep the house cooler at night. When the weather turned cold, we began to close windows, and when it got cold enough to turn the heat on, we checked all the windows to make sure they were latched.

Well, two of our windows won't close far enough to latch. I don't know why this is, if they were simply installed poorly, or what. But one of these two has a serious draft coming through. We've covered it with plastic for this winter, but would like to fix the problem in a more permanent fashion.

Should I simply be looking in the phone book for window repair/replacement? I feel like this should be a simple problem, but I can't find an answer anywhere - other than the possibility that the windows were installed incorrectly.
